Role Description
Role Purpose:
Our client is developing a new Active Ageing Centre (AAC) to better serve seniors in the community. This role exists to ensure the project is delivered on time, within budget, and in full compliance with regulatory and safety requirements, while navigating the realities of HDB-based environments, public-sector approvals, and multi-stakeholder coordination.
For the first two years, the role is hands-on and full-time, embedded within the project lifecycle from pre-construction through TOP and handover. Upon project completion, the role will transition into an ad-hoc facilities and compliance advisory capacity, supporting post-completion needs.
Key Responsibilities (First 24 Months – Project Phase):
1. Cost and Contract Management
Prepare and manage project cost plans, budgets, and cash flow forecasts from design development through completion
Lead tender preparation, evaluation, and contract award for consultants and contractors
Administer contracts, including variation orders, claims assessment, and final accounts
Ensure value-for-money outcomes while maintaining quality, safety, and compliance standards
2. Regulatory and Compliance Oversight
Ensure project alignment with BCA requirements, including:
Building Control submissions
Code of Practice compliance
TOP / CSC readiness
Work closely with SCDF / Fire Safety & Shelter Department (FSSD) to ensure:
Fire safety plan submissions
Fire Protection Systems compliance
Fire Safety Certificate requirements
Navigate HDB / Town Council parameters, including:
Renovation and upgrading guidelines
Interface with common property and estate management constraints
Support coordination with relevant agencies (e.g. MSF, MOH, where applicable)
3. Project Sequencing and Risk Management
Advise on proper sequencing of design, approvals, construction, and inspections
Identify and mitigate cost, compliance, and programme risks early
Flag regulatory or site-specific constraints that may impact timeline or budget
4. Stakeholder and Consultant Coordination
Act as a key interface between:
Architects, engineers, and specialist consultants
Main contractors and subcontractors
Internal stakeholders
Translate technical and regulatory requirements into clear, practical guidance for non-technical stakeholders
Participate in site meetings, progress reviews, and issue resolution discussions
5. Handover and Operational Readiness
Support defects management, commissioning, and handover processes
Ensure documentation readiness (as-built drawings, warranties, O&M manuals)
Advise on facilities considerations to support smooth transition into operations
Post-Completion Phase (Ad-Hoc Facilities Management Role):
Following project completion, the role will transition into an ad-hoc facilities management capacity, supporting:
Facilities-related queries and minor works
Contractor and consultant engagement for future upgrades or repairs
Regulatory or audit-related clarifications
Cost advisory for small-scale works or renewals
Required Experience and Capabilities:
Technical and Professional Experience-
Degree or Diploma in Quantity Surveying, Building, Construction Management, or related discipline
10+ years’ experience in building or fit-out projects, ideally including:
Community, healthcare, or public-sector facilities
HDB-based or government-regulated environments
Strong working knowledge of:
BCA regulations and submission processes
Fire safety requirements (SCDF / FSSD)
HDB / Town Council renovation and approval frameworks
Practical Strengths-
Deep understanding of end-to-end project sequencing (design → approvals → construction → handover)
Confident in managing consultants and contractors with clarity and authority
Able to balance cost discipline with safety, quality, and compliance
